Phyllis I. (Harter) Surfus Rozell, 85, of Cape Coral, Florida, formerly of Angola, Indiana and Colorado Springs, Colorado, passed away peacefully on April 15, 2026, with her family by her side.
Born November 6, 1940, in Flint, Steuben County, Indiana, she was the daughter of Maynard Paul and Vada Evelyn (Woods) Harter Jackson. She graduated from Angola High School in 1959.
Phyllis was a beautician and cosmetologist. She worked at The Rainbow in Angola, Indiana for many years before opening a salon at her own house. After moving to Arizona, she then worked at JC Pennys before retiring.
Phyllis was a member of the Woodman Valley Chapel in Colorado Springs, Colorado when she lived there.
Surviving are her children, Dennis Mark (Theresa “Terrie”) Surfus of Hudson, Indiana and Amy Lynn Livingston of Cape Coral, Florida; stepson, Greg (Donna) Rozell of Minnesota, 6 beloved grandchildren, 2 precious great-grandchildren and 1 cherished great great-grandchild.
She was preceded in death by her parents, her loving husband, Carl D. Surfus, son-in-law, Charles “Chuck” Livingston, stepson, Jeff Rozell and brother, William T. Harter.
Graveside services and burial will at 11:00 AM, Friday, July 10, 2026, in Circle Hill Cemetery, Angola, Indiana.
